Ohanaeze leaders as thieves

Wonders, they say, will never end. Two generating sets belonging to Ohanaeze, apex Igbo socio-cultural organization, recently got missing from the 7 Park Avenue secretariat of the body in Enugu. (Picture left shows Achuzia; down right is Ozobu)

Ohanaeze was, until lately, entangled in a leadership crisis, as two indigenes of Enugu state, Chief Nduka Eya and Prince Richard Ozobu, battled for secretary general position which the organization zoned to the state’s chapter. But through the intervention of Sullivan Chime government, the feud was resolved, with Ozobu stepping aside for Eya. Ohanaeze, in conducting her elections, rotates her offices (positions) among her Igbo member states, including the Igbo speaking people of Anioma in Delta state.

It would be recalled that Ozobu, in the course of the leadership tussle with Eya, unilaterally locked up the secretariat, changed the keys and started operating from there. Ozobu, however, relinquished the secretariat to Eya on stepping aside.
But Eya and, indeed, other executive members of Ohanaeze, on taking stock of items in the secretariat, discovered, to his chagrin, that two generating sets belonging to the body were missing.

Chief Annie Odunze, executive secretary of Ohanaeze disclosed to Eya and the other officials that, apart from the generating sets, all functional air conditioners in the secretariat were, also, taken away.

The identities of these two former officials are not hidden. They are Col. Joe Achuzia (rtd) and Prince Ozobu. The duo allegedly took away the generating sets and air-conditioners.

Achuzia, in taking away one of the generating sets, claimed to have sold it to settle legal fees owed to a lawyer by Ohanaeze.
But it was, as a matter of fact, discovered that Achuzia lied because the said legal fees had earlier been settled by Professor Chike Edozie, the traditional ruler of Asaba, Delta state. Edozie, KlinReports learnt, offset the legal fees some years ago as a free will contribution to the socio-cultural group.

Then, the second generator was allegedly taken by Prince Ozobu, and Ozobu was, also, said to have planned to remove the only deep freezer from the secretariat but for the timely intervention of an official of Chime’s government.

It is, indeed, lamentable that some so-called Igbo leaders have turned rogues. From the foregoing, the Ohanaeze generating sets and air conditioners were stolen by Achuzia and Ozobu.

Consequently, the National Executive Council (NEC) of Ohanaeze should immediately report this theft to Enugu police, with a view to prosecuting the suspects. The forceful take-over of Ohanaeze secretariat in Enugu amidst the strife was enough crime by Ozobu, yet he went further to cart away property from the secretariat. What a brigand!

In addition to prosecuting the duo of Achuzia and Ozobu for theft, KlinReports suggests their expulsion from Ohanaeze Ndigbo. For no longer are they worthy to belong to this apex Igbo body.

Review Voters register now!

With less than one year to the conduct of governorship election in Anambra state, a civil society organization, International Society for Civil Liberties and the Rule of Law (Intersociety), tasks the Independent National Electoral Commission (INEC) to conduct a comprehensive review of voters register.(Iwu left defenselessly explaining to former Vice President Atiku Abubarkar his commission's shoddy conduct of the 2003 poll; down right is Emeka Umeh, chairman, board of directors of Intersociety)

Intersociety, in a letter to INEC, regrets that, less than one year to the guber poll, Anambra’s prospective voters are still kept in the dark, adding that specific number of eligible voters in the state is not ascertained. Chairman of the board of the organization, Emeka Umeagbalasi, signed the letter.

The organization says details of how the election would be conducted have become necessary because eligible voters emerged after the general elections of 2007. It adds that while others attained the age of 18 in 2008 and 2009 respectively, some others will mature in January 2010.

The organization, further, contended that if fresh registration is not conducted before the 2010 gubernatorial election in Anambra state, some eligible voters would be disenfranchised.

“It is an incontrovertible fact that some eligible voters emerged in late 2007 after they clocked age 18, some emerged in 2008 after they mature as eligible voters, and some would mature in 2009, and there are those who will clock 18 years in early January 2010. Disenfranchising these eligible voters will amount to electoral crimes against human”, Intersociety maintains.

G20: Nigeria is a failed state!

“By any measure, the London summit was historic. It was historic because of the size and the scope of the challenge that we face and because of the timeliness and the magnitude of our response”. Barack Obama, United States President.

“This is the day that the world came together, to fight back against the global recession. Not with words, but a plan for global recovery and for reform and with a clear timetable”. Gordon Brown, British Prime Minister.

“Since Bretton Woods, the world has been living on a financial model, the Anglo-Saxon model. It’s not my place to criticise it, it has its advantages. Clearly, today, a page has been turned”. Sarkozy, French President.

“I would like to say that this is a turning point…but as a responsible man I cannot say this twenty or 25 years ago. One could not even imagine that such different countries with such different economies, such different mentalities and historic traditions would sit at the table and could agree in such a difficult situation on how to act, especially so quickly”. Medvedev, Russian President.

“We have agreed to set up clear financial market architecture. We have taken an important step towards creating order in an area in the world where there was previously no order”. Markel, German Chancellor.

The excerpts above were how the world leaders described the London G2O summit which was a historic event. This summit ended on April 2 2009. Nigerian president Musa Yar’Adua expressed sadness and regrets that Nigeria was not invited to the London G20 summit. Dear Musa Yar’Adua, Nigeria was not invited because the Nigerian house is not in order; otherwise Nigeria deserves a sit on the G20. (Picture above shows President Yar'Adua)

Mr President (Musa Yar’Adua), since you have expressed regret over the exclusion of Nigeria from the G20, the task is now on your desk to put Nigeria on the right track so that the outside world would take us serious.

Another G20 summit is coming up again in September 2009, perhaps if you can steer the ship of Nigerian state with transparency, honesty and selflessness the world might decide to invite Nigeria. Nigeria certainly deserves a place in G20 because of her size, her population (about 140 million), her strategic position in Africa, her position as the sixth largest oil producer, and the country with the largest black people. If for no other thing, Nigeria could go as an observer. After all, Spain was invited, even though she is not a member of the G20.

Mr President (Musa Yar’Adua), this is another reminder that the world does not take Nigeria serious. To even make matters worse, Nigeria was grouped among some 20 failed states in an article that appeared on Guardian Newspaper of UK, Thursday November 27 2008 page 23. This will do a terrible damage on our battered image abroad. Our clamour for foreign investors will be a joke taking into account our poor image.

I will advise you to make a viable and transparent plan of action so that Nigeria and the Nigerian masses can benefit from the funds which the G20 pledged to developing nations. Nigeria is part of the global economy, therefore your government should fashion out a way by which Nigeria should benefit from this biggest global economic stimulus of our time as announced by the G20. However for us to benefit from G20 global economic recovery package, transparency will be highly needed on the Nigerian economic sector. Transparency is what your administration should endeavour to establish. May God bless Nigeria.

Chime, don’t sack Ndigbo!

From the look of things, next year’s international trade fair may not hold in Enugu. The fair has, for over twenty years now, held at its temporary site located in the city. The official organizers of the fair are the Enugu Chamber of Commerce, Industry, Mines and Agriculture (ECCIMA), the organized private sector, currently headed by Pastor Olisaemeka Jideonwo.(Pictures show Enugu fair logo (top left), Chime (right) and Pastor Jideonwo, President, ECCIMA (down left)

Reason? Sullivan Chime, governor of Enugu state, has just revoked the expanse of land hosting the trade fair centre, ordering the management to evacuate its property out of the premises immediately after this year’s trade fair.

This year’s international trade fair, the 20th, where about 239 foreign and local exhibitors have erected stands to participate, holds between March 27 and Monday 6. The theme is ‘Vision 2020 and the Challenges of Private Sector Development’.

Although ECCIMA is requesting for 5,000 square metres of the compound, Chime government only agreed to allocate 3,000 to her to build her corporate headquarters.

Having been ejected from its temporary site, the only option open to ECCIMA is to relocate the fair to its permanent site on Enugu-Onitsha expressway. Permanent sites of trade fairs in Nigeria are statutorily built and managed by the federal government.

Unfortunately, while other old regional capitals of the country including Kaduna and Lagos had their trade fair grounds long completed by the federal government, virtually no work had been done on that of Enugu.

Enugu international trade fair, as a matter of fact, belongs to all the nine states that make up old eastern Nigeria, including Abia, Imo, Ebonyi, Anambra, Enugu, Rivers, Cross River, Akwa Ibom and Bayelsa states. Just like the Kaduna and Lagos serve northern and western states respectively.

For now, there is nothing to show that the Nigerian government, through her Federal Ministry of Commerce and Industries, has any plans in the near future to complete the permanent fair site. For instance, the federal government budgeted only N100 million for the fair which will gulp well over N1 billion within a short time of the take off of its development.

Chime government explained its revocation of the Certificate of Occupancy of the temporary trade fair ground. First, it says the revocation would ginger up the federal government into completing the permanent site. It, also, says it plans to, in tune with urban renewal project, build a Central Business District (CBD) on the land. It is worthy to point out that Chime government indicates her willingness to assist the federal government in developing the permanent trade fair site.

To demonstrate its seriousness, Chime’s government even made more budgetary allocations towards the building of the site than the federal government! The government has even deployed experts to carry out a feasibility study on the site, with a view to knowing how it can come in.

Yes, Governor Chime may, in all this, mean well, but there is still need for caution in enforcing the eviction of the temporary trade fair. Chime may be in hurry to develop his Enugu state, but he should do well to listen to the other voice.

Perhaps, unknown to the governor, the quit notice has far reaching implications. It may mark the end of hosting the fair in Enugu and, by extension, Igbo land, as it may be shifted to any of the south south states, co-owners of the fair. That is, in a situation where the permanent site is not ready for use before next the fair which will be the 21st.

KlinReports is of the opinion that Enugu International Trade Fair should be left where it is at the moment until the alternative is ready. And, it has to be emphasized that the permanent site is still the property of the federal government, though she (the federal government) can grant permission for Enugu international trade fair to be hosted there.

Whatever is the case, the project, (Central Business District), planned to be set up at the current fair ground can wait until the perm site is ready for use. Anything short of this may bring embarrassments to Ndigbo, especially, the business class who may have to grapple with the criticisms that the fair had to leave the southeast zone simply because Enugu state government could no longer accommodate it.

Therefore, evicting the fair immediately is akin to Chime government shooting itself in the leg. For where is the fair going after now if not to be relocated out of Ala Igbo?

Caution, Chime, caution.

PRESIDENT UMARU YAR'ADUA, RESIGN NOW!

Icheoku calls on President Umaru Yar'Adua, to please resign his office immediately and set Nigeria free!

Nigeria was snubbed by the G20 because of your ineptitude and lack of leadership; which has forced Nigeria once again into the doldrums in the international arena? Even the ignoble Obasanjo did well to project Nigeria through his assertive years in power. But you are such a weakling, that even your demands are always ignored by such little tiny countries, like Guinea Bissau and Madagascar? You did not win the presidency in the first place, so we understood your tepidity that far; but since becoming legitimized by the Supreme court, no other excuse suffices for your continuing aloofness in actual governance of Nigeria. Also it has now been demonstrated several times over, that you are clueless on how to move the country forward; and nobody knows if this your inability to govern is by reason of your indisposition, caused by your yet to be disclosed debilitating illness? Now, you have in addition, lost the world's confidence as Nigeria's president! So the question is, what use is your remaining in Aso Rock to Nigeria? Our verdict, NONE! So take a bow and make your exit!

Icheoku learnt that you were wondering why the exclusion of Nigeria from the G20 and ask you, to wonder no more; as you are the sole reason why Nigeria was so humiliated, excluded from the world's best twenty's gathering in London. Action has consequences and so it is that, nobody wants any further continuing relationship with a corrupt, thieving, 419, election rigging and imposed leadership country? Nigeria has no clout or credibility left in the international community to warrant her associationship with their best? When Icheoku warned of the Ostrich that buries its head in the sand-syndrome of many a Nigerian leadership, it was our candid apposite assessment of the situation in Nigeria. Today, it is official as Nigeria has, by necessary implication, been declared a pariah-state by those countries that matter in world? Even Turkey, India, Brazil and South Africa made it to the G20 to the utter chagrin of Nigeria? Now, tell Icheoku who is that proud Nigerian left, in view of the lowest rock-bottom ranking Nigeria now occupies in the international arena; necessitating its exclusion from the G20? President Umaru Yar'Adua's leadership is not leading at all and should step aside, and make way for a better patriot to mount the saddle in Nigeria! Enough of this crawling go-slow of a government led by President Umaru Yar'Adua!

Nigeria's absence at the just ended 2009 world economic summit in London says a lot, the real world has passed their verdict on Nigeria:- they cannot continue to deal with a corruption-shielding and incubating, incompetent, election-cheating, leadership in Nigeria? Based on above premises, Icheoku says it is about time you left the presidency? Your resignation is therefore the proper thing to do and also our collective wish, no, demand! President Umaru Yar'Adua, please throw in the towel; remove yourself from clogging up the wheel of progress of Nigeria so that things may move forward once again! President Umaru Yar'Adua, please read the hand-writing on the wall, QUIT NOW!

Okiro, watch Nigercem!

Mike Okiro, Nigeria’s Police Inspector-General, recently, ordered removal of guards stationed at the premises of ailing Nigerian Cement Company Plc (Nigercem), Nkalagu factory by officials of Ebonyi state Government. Okiro gave the order at a meeting of the police high command with representatives of Ebonyi government and the Nigercem’s core investor, Eastern Bulkcem Company, Port Harcourt, Rivers state. (Picture left, Governor Martin Elechi and left, IG Okiro)

Reports say Okiro's directive followed conclusion of police investigations into the crisis presently rocking the premier cement industry. Okiro had, in December of last year, ordered full scale investigation into alleged illegal occupation of the premises of the company by militia men from Ebonyi state.

The board of directors of Eastern Bulkcem Company had, sequel to the Ebonyi state’s occupation of Nigercem on July 31 last year, petitioned IG Okiro for intervention, alleging that the guards invaded premises of the cement industry and forcibly occupied the factory.

Nigercem, owned by governments of the southeast states (Ndigbo), was, following maladministration, insincerely sold off to the core investors in October 2002.

While not, of course, justifying occupation of the premises of the company by militia men allegedly procured by Chief Martin Elechi government, KlinReports hopes that Okiro’s eight months investigations were able to unearth and resolve the remote and immediate cause of the occupation.

It would be recalled that Ebonyi state government had cried out that, rather than turn the hitherto foremost cement industry around, the core investors, Eastern Bulkcem, were busy plundering the factory and looting equipment therein. Allegations, also, abound that Eastern Bulkcem had, also, violated all the agreements reached before the company was ceded to it.

And was it not when these outcries fell on deaf ears of both Eastern Bulkcem and Okiro’s police that Elechi government, possibly, resorted to self-help?

But now that Okiro has issued this order, it is well-worthwhile that he beams the searchlight of his agency on Nigercem, Nkalagu, with a view to ensuring that Eastern Bulkcem no longer falls foul of the agreements on the basis of which Nigercem was ceded to it in the first place.

Okiro should know that keeping watchful eyes on the core investor is vital to the peace process; it is more important than hasty withdrawal orders on the so-called Ebonyi militias. This is because the outcome of Eastern Bulkcem’s further violation of the take-over pact could lead to nothing but ‘Blood-bath at Nigercem’.

Mayhem in Mbulu Owo

This young man (left and down right), Christian Igwe Aniowo, is a victim of wickedness and bestiality of man.

An indigene of Ogere village, Owoh town, Nkanu East Local Government Area of Enugu state, Aniowo was in the wee hours of January 11 this year attacked by an armed gang which, after robbing him of his personal effects, gave him deep machete cuts and abducted him to a bush where they abandoned him to die and rot away.

Aniowo, in a petition to Enugu state Police Commissioner, Mohammad Zarewa, fingered Chief Godwin Okeke Arum (alias Egbeevumbe), Kenneth Nnamchi, Chinedu Nnamchi, Emeka Nnamchi, Uche Nnamchi, Okorie Aniowo, Johnson Aninwoko, Boniface Onuma, Onyebuchi Onuma and Sunday Agbowo in the deadly attack on him.

The petition, entitled: ‘Case of Armed Robbery, Burglary, Destruction of Property, Abduction and Attempted Murder…’, narrates, “On 11 January, 2009 (Sunday) at about 1.30am, they (the hoodlums) broke my door, pointed guns at me, took my Nokia camera handset valued N9,000.00, made away with my physical cash of N20,000.00 and after which they gave me several cuts on my back and my left hand after which they took me to the bush and abandoned me there believing that I was dead”.

That same day, the gang attacked Aniowo’s elder sister, Amawbia Igwe, and robbed her of the sum of N7, 500.00 after destroying property in her compound.

Another indigene of the community, Joseph Ngwu, similarly, fell victim to the gangsters. Ngwu, in a similar petition to Police Commissioner Zarewa, complains that, while he was in his Port-Harcourt base, the armed gang, numbering over twenty, attacked his house, and held members of his house-hold and the entire neighborhood hostage.

Having missed their target, Joseph, they descended on his younger brother, Uche Ngwu, beating him to stupor. And in their characteristic manner, they abducted Uche and abandoned him somewhere in the bush. They, also, vandalized Joseph’s house and carted away many of his valuables, including two motorcycles valued at N130, 000.00; one Suzuki generator, N75, 000.00; two telephone handsets, N15, 000.00; necklaces and chains, N30, 000.00, as well as a cash of N300, 000.00.

“We are traumatized and victimized and no longer safe”, the victims cry out to Zarewa.

KlinReports, however, traced the attack on Aniowo to an Igweship tussle in the community. Chief Okeke Arum, one of the suspects in the attack, is at the centre of the kingship tussle rocking Mbulu Owo. The crisis dates back to 2003.

A petition to Governor Sullivan Chime, dated 29 January, 2009, alleges that Arum plots to install himself as the Igwe of Mbulu Owo ‘without any of the villages or well meaning organizations that make up the community’. The community is made up of villages of Mbulu Ashishi, Eke Agu, Amauzam Ohani, Mbulu Akpoko, Ezza Owo and Mbulu Emene.

The community’s petition, signed by Christopher Nnamuchi, Vincent Nnajiugo, Engr. Godwin Ngozi Nnaji, Elder Aga Nwannaji and Joe Ben Arum respectively, claims that Arum had unsuccessfully tried to impose himself on the throne since the regime of Dr. Chimaroke Nnamani as governor of the state.

“While the efforts lasted under the former governor, the community members had only tales of woes of the efforts of the Okeke Arum on the community as each person who voiced dissenting opinion on his Igweship was clamped down. We knew no peace then and he has severally and even recently been fingered as the sponsor of criminal group that have been causing trouble in Owo town”.

The community insists that it must follow due process in electing or selecting its monarch, and calls on Governor Chime to ignore anyone claiming to be their Igwe, Chief Arum inclusive. Efforts to speak to Arum by KlinReports were fruitless.

But be it as it may, KlinReports urges Governor Chime to quickly intervene to halt this crisis before it escalates into another full blown war akin to that between Oruku and Umuode. Delay is dangerous!

Why Abia varsity boils

Events of last week will remain historic in the annals of Abia State University Uturu, as students of the ivory tower took to the streets to protest the recent hike in their school fees. (Pictures show Abia Varsity Logo (left), Abia state map (down right) and Chief Theodore Orji, governor of the state (down left)

During the two-day peaceful protest, both academic and other activities in the university community literally came to a halt.

On the first day of the rampage, students reportedly barricaded the institution’s main gate, disrupted an on-going senate meeting as they stormed the school's senate building and besieged the vice-chancellor's office. This situation almost threw the entire campus into chaos as people scampered for safety in different directions.

In the same vein, the university's plant house, as well as her Micro Finance Bank, was shut down by the irate students thereby causing panic among the bank's customers and the university community at large.

On the second day of protest, the students made real their threat to shift the battle ground to Umuahia, Abia state capital. That day, business activities in Okigwe, a neighboring town, were grounded as the rampaging students, decked in black attires, marched through the quiet town. In the ensuing pandemonium that engulfed the town, commercial vehicle operators became the worse hit as the students hijacked their vehicles and compelled them to ferry them to Umuahia.
Trucks, motorbikes, and, indeed, anything vehicle were seen conveying students in droves to the seat of government under compulsion by the protesters even as some students who could not be crammed into the available vehicles decided to make the over 20-kilometres journey on foot.

Although claimed to be peaceful by the leadership of the Students Union Government (SUG), an atmosphere of uncertainty and confusion griped the university community as tension continued to run high concerning the outcome of the escalating march which did not exceed the school premises on the first day. Perhaps, the more reason tension was high was the fear that the protest could turn bloody, particularly, in Umuahia as it could be hijacked by miscreants, unscrupulous and criminally-minded elements.

Meanwhile, what started as a peaceful protest almost ended on a sad note the second day as a batch of the rampaging students returning from Umuahia was reportedly intercepted by the police in Okigwe for allegedly smashing the windscreen of a police vehicle. According to SUG president, about 30 students were detained by the police who had earlier fired several canisters of tear gas at the students before carrying out their arrest.

Apparently dissatisfied with the response of the state governor, Theodore Orji who is, also, visitor to the university, the students' leadership vowed to embark on indefinite strike Governor Orji had promised to look into the grievances of the students after due consultations with the university authorities. To make real their threat which some dismissed as mere attention-seeking strategy, the students resisted the university workers for two days from entering into their offices, insisting on unconditional reversal of hiked fees to statusquo. As if that were not enough, examinations which had started a day earlier before the protest were also put on hold as the students boycotted them.

To save the situation from degenerating into anarchy and mayhem, the university management acted wisely by ordering all students to vacate the campus immediately. Thus the institution was shut down indefinitely. At the moment, the citadel-of-learning that prides herself as the best state-managed university in the West African sub-region now looks deserted as both students and staff stay at home waiting for directives from 'above'.

It will not be out of place, at this point, to x-ray the agitation of the students, the defence of the school authorities and the allegation(s) leveled against the state government. Just before the hike, students in regular program were paying tuition fees of N28, 000.00. This sum is currently jacked up to N63, 000.00 minimum. Those in distance program who used to pay N40, 000 will now cough up to N70, 000.00. Post-graduate students are to pay N90, 000.00 as against N50, 000.00 they hitherto paid.

To the students, the increment which is by 110% is not only arbitrary but a shameless display of insensitivity and callousness on the part of the authorities. The argument is that the management, in the first instance, should not have settled for the option of raising the school fees since it was given two other options of either retrenching one third of the staff or paying only two third of the workers' salary.

In reaction, however, management of the university maintain that the fees hike was informed by the reduction of monthly subvention to the institution from N140 million to N100 million. It adds that the only option without much damaging effects was the school fees increase, adding that some of the staff, also, have their children or wards in the school. The thinking here is that it is much better to share the burden across than throw some people out of job.

Meanwhile, insinuations and rumor mills in certain quarters of the state, especially, among the students reveal a permutation that the cut in the university's monthly subvention was to enable the state recover from the heavy financial wounds allegedly incurred during the governor's protracted Election Petition Tribunal legal tussle. This allegation has been vehemently denied both by the university management and the state government. Instead, government said the subvention cut was occasioned by the global economic crunch.

As the veracity or otherwise of the claims and counter claims are yet to be investigated, perhaps, by the Economic and Financial Crimes Commission (EFCC) and other anti-corruption bodies, what bugs the imagination of those who still have a date with integrity is the timing of the increment.

The truth is that cutting of subvention of some government parastatals and hiking of school fees barely three weeks after the appeal court ruling on the governor's election petition tend to cast some doubts on the claims of innocence by government. This is, moreso, considering the fact that the global financial melt-down, as advanced by government, is a world-wide economic diarrhea that is not peculiar to Abia, the supposed God’s Own State, alone.

The argument is, why should Abia blaze the trail in fees hike when such arbitrary increment is yet to be effected by contemporary universities even in non-oil producing states, let alone a Niger Delta state with its additional 13% oil derivation fund.

It will only be necessary, at this point, to remind our policy makers and those in positions of public trust that education is so important an institution to toy with, given its pivotal role in the development of any society. The implications of having our students idling away at home when, of course, they are supposed to be in school is, obviously, disastrous. It is no patriotism for anyone to bring down Abia State University, Uturu from its enviable position for reasons yet to be adduced.

The university authorities, the government, the students leadership, representatives of parents, Ndi Eze and all stake-holders in the education industry should, as a matter of urgency, come to a round-table and negotiate a tuition fee acceptable to all the parties to save the education sector of the state from imminent collapse.

Re-branding my foot!

The federal government of Nigeria has decided to re-brand our country. This time she brought together who is who in Nigerian politics for a political gathering called re-branding of Nigeria. The event took place on Tuesday 17th March 2009 in Abuja. Please don't get me wrong, am not against re-branding Nigeria. But re-branding should have been action oriented. What I mean is that, the positive actions of the federal government would re-brand Nigeria and not calling people together to sweet talk Nigerians. Nigerians are simply tired of campaigns of this nature. MAMSER, NAPEP, etc are recent examples. (Picture shows Akunyili)

Re-branding Nigeria will not work when there are speculations about removing petroleum subsidy which will invariably increase the prices of petroleum products. This action will certainly worsen the hard times faced by Nigerians. Poverty rate will increase. More so the Nigerian Labour Congress has threatened to go on strike should the federal government go ahead and deregulate the downstream petroleum sector. This is not the time to remove the petroleum subsidy at least for the sake of this global economic downturn.

At this period of great global economic recession, what Nigerians would need is a concrete plan of action that will put food on their tables. Government should have been telling Nigerians concrete/practical efforts to create employment. You cannot re-brand Nigeria when there are more hungry men in the land. Am sure the federal government incurred some financial costs in organizing the re-branding campaign. This is another wasted resources in the face of grave unemployment ravaging the population.

The first step towards re-branding Nigeria should have been to properly reform the electoral system so that credible leaders can win elections. You cannot re-brand Nigeria with the same present politicians in power. You cannot give what you don't have, so how can the present politicians re-brand Nigeria when they have not re-branded themselves. The present federal government headed by Yar'Adua cannot re-brand because of credibility problem. No wonder Nigerians are not too surprised at the way he is treating the electoral reform project.

Let's remember that Mr. President on his last sallah message to Nigerians reconfirmed that his administration was committed to electoral reforms, so that we can have peaceful and transparent elections in the country. But his recent actions concerning the Justice Uwais report on electoral reforms have suggested otherwise. The president and his men appear to have doctored the Justice Uwais recommendations. Nigerians are carefully watching. Former Nigerian Head of State, General Muhammadu Buhari had already accused President Umaru Musa Yar'Adua's administration of double standard. Many Nigerians have equally voiced their concerns over the attempt by the federal government to jettison the most important aspects of the Uwais report.

If the federal government is sincere about re-branding, they should put Nigeria on the right track by tackling official corruption, pass the freedom of information bill into law, improve the power supply, genuinely reform the electoral process, remove the immunity clauses, introduce transparency in governance etc. With these actions Nigeria will re-brand by itself. Action speaks louder then voices. Lets your deeds speak for you Mr. President. Launching the re-brand Nigeria campaign might be meaningless without the above.

Yar’Adua, save us from Chime

The last is yet to be heard on the endless wars between brother communities of Oruku and Umuode in Nkanu East council area of Enugu state-Nigeria.

It will be recalled that the war had led to unquantifiable losses in the communities, as both thousands of lives and property running into billions of naira had perished. The war had been so life consuming that the Umuodes were, on two occasions, driven into exile. (Picture left shows Governor Chime; right below is IG Okiro & Prof. Barth Nnaji, down left is President Yar'Adua)

But a white paper recently released on the conflict by the government of Barrister Sullivan Chime continues to generate bouts of controversies and palpable tension in the troubled area. The white paper, in the main, mandates the Orukus to vacate the disputed Aguefi land for the Umuodes to occupy.

It has to be noted that the Orukus had, for centuries, cohabited in the area with their Umuode brothers. Perhaps, more annoying to the Orukus is the fact that they had more property than the Umuodes on the land. For instance, they had over 500 buildings while the Umuodes had slightly over a hundred!

The Orukus have told Chime’s white paper to go to hell and burn to ashes as far as it concerns their vacating their ancestral land for the Umuode who, they said, had been Awbias (aliens) in their community.

Beyond loud agitations over alleged moves to force them out of the land, the Orukus have dragged Governor Chime before President Umaru Musa Yar’Adua.

In a petition dated March 5, 2009, the community accuses the trio of Barth Nnaji, a robotic engineer, Ogbonnaya Onovo (Deputy Inspector-General of Police (DIG) and Governor Chime of collusion in forcing them out of their ancestral land.

Both Nnaji and Onovo are from the Umuode stock. Onovo is, in particular, alleged to have reached an agreement with Chime to the effect that should he (Chime) assist his minority Umuodes acquire the disputed Aguefi land, he (Onovo) would, in turn, assist him (Chime) to realize his second term ambition come 2011.

The Oruku petition states in part: “The unfolding plot to forcibly uproot Oruku community is the culmination of a sinister political conspiracy between D.I.G Onovo, Prof. Bartholomew Nnaji (who hails from Umuode), and Governor Sullivan Chime of Enugu State. Facts at our disposal indicate that D.I.G Onovo, who is of the same Umuode stock from neighboring Akpugo town, acting in cahoots with Prof. Nnaji from Umuode, solicited the reciprocal support of Gov. Chime towards the cause of Umuode in their conflict with Oruku Community. In return, the D.I.G guaranteed Gov. Chime that in the likely event of his emergence as successor to the current Inspector General of Police (IGP), Mr. Mike Mbama Okiro, whom he claims is due to retire from service by the first half of 2009, he (Onovo), employing the instrumentality of his would-be office as IGP, would work assiduously to ensure his re-election as Governor at all cost come 2011”.
The petition, among other things, calls on President Yar’Adua to institute an independent probe into the degree of involvement of DIG Ogbonnaya Onovo in the on-going Oruku, Umuode conflict, as well as ‘call Governor Chime to order in his maddening desire to uproot Oruku community from their ancestral land’

The President

Abuja

Sir,

PETITION ON THE INVOLVEMENT OF DEPUTY INSPECTOR GENERAL OF POLICE (D.I.G) OGBONNA ONOVO IN FUELLING THE ORUKU-UMUODE CONFLICT IN NKANU EAST LGA, ENUGU STATE

We have been mandated by the Oruku community in the Nkanu East Local Government Area of Enugu State, and accordingly we hereby forward this petition for ourselves and on behalf of the entire members of the said Oruku Community, to demand among other things that Your Excellency use your good offices to cause thorough investigations into the extent of the involvement of the Deputy Inspector-General (D.I.G) of Police, Mr. Ogbonna Onovo, in fuelling, funding, and sustaining the protracted Oruku-Umuode communal conflict. This has become imperative in view of the potential of the on-going crisis to snowball into a far-reaching mayhem comparable in scale to the recent bloodbath in Jos, Plateau state.

2. CONSPIRACY BETWEEN GOVERNOR CHIME, D.I.G ONOVO AND PROF. BARTH NNAJI

The latest flare up in the conflict is a direct fall out of the contents of the state government’s White Paper on the Report of the Committee on Enumeration and Delineation of Houses and Boundary between Oruku and Umuode Communities that was approved by the State Executive Council on Wednesday, 28th of January, 2009. The White paper ordered the Oruku Community to vacate their ancestral homes, shrines, as well as graves of their forebears located in a section of the community known as Agu Efi land in order to pave the way for the re-settlement of Umuode Community, who have, from time immemorial, been the customary tenants of Oruku Community.

The unfolding plot to forcibly uproot Oruku community is the culmination of a sinister political conspiracy between D.I.G Onovo, Prof. Mike Mbama Okiro, whom he claims is due to retire from service by the first half of 2009, he (Onovo), employing the instrumentality of his would-be office as IGP, would work assiduously to ensure his re-election as Governor at all cost come 2011.

It is this unwholesome pact, nay, quid pro quo, that underlines Gov. Chime’s hard line resolve to rob Peter in order to pay Paul; thus effectively reducing the Oruku community as mere pawns in the chess board of his vaulting political ambitions – victims of political intrigues in high places.

3. EMPLOYMENT OF INSTRUMENTALITY OF POLICE AGAINST ORUKU COMMUNITY

Ever before the present political scheme blew open, DIG Onovo has been instrumental to orchestrating, in fact funding and sustaining the conflict on the Umuode side by literally placing the awesome apparatus of the Police at their disposal at the divisional, state and federal levels, to the extent that 21 Oruku indigenes have been declared missing by their respective families, while dozens are languishing in various Police cells in the state whereas their adversaries, Umuode, move about as untouchables.

For instance, one Ikechukwu Ani from Umuode was, on the 21st day of April, 2008, apprehended by the Police, armed with an AK-47 automatic rifle with 24 rounds of live ammunition, as he laid an ambush for a team of Mobile Policemen and members of a panel set up by the state government on the Enumeration and Delineation of Houses and Boundary between the two warring communities. He was in the process of pulling the trigger when he was spotted by eagle-eyed Policemen, who professionally disarmed him (see SUNDAY SUN, May 25. 2008).. His statement to the Police was unambiguous – that the arms he was caught with were supplied to him by Prof. Barth Nnaji. It is well more than six months since the suspect made his confessional statement, but pressure and arms-twisting by DIG Onovo ensured that Prof. Nnaji has not even been invited by the Police on the matter. Worse still, the Police have since granted the self-confessed bandit bail and he is back to his trade, now even more emboldened than ever.

Similarly on Tuesday, 3rd February 2009, five men (indigenes of Oruku community), were arraigned before an Enugu Chief Magistrate Court on trumped-up charges on the orders and instigations of the Enugu State Attorney-General and Commissioner for Justice, Mr. Nduka Ikeyi and remanded indefinitely in ATM. One of those arraigned, Mr. Joseph Ani, a civil servant with the Ministry of Finance, Enugu, was picked up that same morning on his way to work; no statement was obtained from him by the Police, nor was any charge against him investigated to warrant an arraignment. Just this morning, Chief Raphael Onuma, a civil servant with Enugu State University Teaching Hospital, Park Lane was whisked away from his office by some Police men and taken to unknown destination. The case of the other four accused was no different as the Police did not file any information of their investigation. Mr. Ikeyi was quoted as saying (as he ordered their arraignment), that the conflict in the area persists because no Oruku indigene has been convicted and or sentenced to death so that the rest could draw appropriate lessons from it. Of significance is the fact that these innocent four were indeed picked up on their way home few days earlier by some members of the platoon of Mobile Policemen made available to Prof. Nnaji by none other than DIG Onovo. The question arises: what is the status of Prof. Nnaji that a platoon of 25 Mobile Policemen would be deployed to guard him 24 hours round the clock?

As a matter of fact, there is material evidence to show that regular financial support from the Super cop D.I.G Onovo, usually channeled through the auspices of Prof. Nnaji, is an important factor in the rising tide of violence and widespread skirmishes in the area. The sheer quantity of arms and ammunitions available to the Umuode is such that the federal government, mindful of the wave of communal upheavals across the country, not least of all, the last Jos crisis cannot but begin to interrogate their sources.

4. ROOTS OF THE ORUKU/UMUODE CONFLICT
Sir, the crux of the Oruku-Umuode conflict dates back to the flawed decision by the state government to create an autonomous community and recognize a traditional ruler for the Umuode population, hitherto, customary tenants of the Oruku Community who were dispersed in various parts of the 7 villages that make up the old Oruku Community. By that questionable decision, the state government deliberately presented the Oruku Community with a fait accompli, with Chime’s administration taking upon itself the dubious task to carve out a definite and exclusive territory that would be known and administered as Umuode Autonomous Community. From the onset, this task could only be accomplished at the expense of the Oruku Community.

Out of sheer magnanimity, the Oruku Community suggested the re-settlement of Umuode population on its virgin tract of land known as Abari. Regrettably, Gov. Sullivan Chime, arising from his pact with DIG Onovo and Prof. Nnaji, has exhibited palpable bias and manifest evidence of vested interest in the conflict by his overt and covert incitement of the Umuode clan to, on flimsy and irresponsible grounds, insist on Agu Efi land, a fully built-up quarter of the Oruku Community.

It beats the imagination that under a rule of law dispensation, the state government would set out in a most cavalier manner to violently evict Oruku families including aged people and pregnant women out of their ancestral homes including their shrines, graves and other cultural artifacts in order to pave the way for the re-settlement of the Umuode clan. This decision is contrary to the findings of the committee on Enumeration and Delineation of Houses and Boundary between Oruku and Umuode Community. The committee which was set up by Gov. Chime determined that out of the 560 compounds/houses enumerated by it on the ground in Agu Efi, less than 25% (or a total of 111) belongs to Umuode clan as against 449 compounds/houses that belong to Oruku people. By simple analytical presentation based on the numbers above, it is crystal clear, assuming there was no sinister bargain to be met by all means, that the balance of convenience in the matter favours the relocation of Umuode community to Abari land as determined by the Oputa panel report.

5. PRAYERS:

We earnestly urge Your Excellency to use your good offices to:

a. Institute an independent probe into the degree of involvement of DIG Ogbonna Onovo in the on-going Oruku-Umuode conflict.

b. Cause a comprehensive security intelligence report on the sources of the huge and sophisticated arms and ammunitions being used by the Umuode community in the conflict.

c. Promptly nip in the bud further escalation of violence in the Oruku-Umuode conflict with a potential to degenerate to widespread bloodbath that may engulf innocent citizens, including children and women.

d. Call Gov. Chime to order in his maddening desire to uproot Oruku community from their ancestral land.

We have absolute confidence in Your Excellency’s capacity to ensure that justice is not only done, but is seen to have been done in this matter.

Yours faithfully,

2. CYPRAIN NWATU(Secretary-General) 4. MR. ANTHONY NNAJI Financial Secretary
